The Coal Conundrum

On October 15, VnExpress published a story with the headline ‘Vietnam pledges not to increase coal-fired power.’ That same day, Reuters ran a piece with the headline ‘Vietnam’s coal-fired power may double by 2030 under draft energy plan.’

Math isn’t my strong suit, but those two don’t add up, so what’s going on here?
